Fuse 4 feeds both front and rear marker lamps. The problem may be in the front. (Due to overheated fuse CLUE with rear tail light harness unplugged)
Might be drawing down all the Voltage so none goes to the back!
Lift the wires on the bottom of the fuse. Pull the front lamp as well.
Then use an ohmmeter to see if one wire has a very low resistance to ground.
The wire to the rear lamp is part of the through body harness.
The one to the running lamp up front goes through the front harness and makes a connection in the headlight bucket, then to the marker lamp.
