The wheel is meant to go real fast, not to look so great. It is a forged wheel with an anodized coating
I would remove the wheel first so you can get to the slots and lug nut holes. Wash the wheel inside and out with car detergent. Try some Maguires aluminum wheel cleaner with a wheel brush to get the baked on crud off, and then finish off with a coat of Vaseline.
