I'm asking this initially, in the context of a government work setting. IE - You are a managing / responsible for a small-to medium group of people.

I was asked this in a recent panel interview for a higher position. I believe I answered it correctly to their criteria. But - I'd like to know what the response would be from others here, both in that environment as well as philosophically - also if anyone here think there IS any difference.
