What motivates people? Like many said, it is a case by case basis.
The more important question is: What makes a good supervisor/manager? Loyalty. When I know that my sup has my back and will fight for me, I will do things I don't want to do to help them. If they are just pushing an agenda or policy then they get push back. The "problem" with this is it takes time to build trust and respect.
