My understanding is that the dam that James is talking about was put in to protect Houston from the rain that falls west of Houston. The normal process is to let the dam fill and Buffalo Bayou recede, and then do a slow controlled release (the dam releases into Buffalo Bayou which is in the videos that I posted above) to allow the bayou to empty without flooding Houston.

This sounds bad, but I'm assuming it's because there's more on the way, and I think I've read that the dam isn't in the best of shape, but I'm not positive about that.
