Don't need to drill holes in the car.
Use 3M very high bond 2 sided tape. It's not your typical 2 sided tape. Kinda looks like snot on a silicone release liner.
Place it in the areas where the screws would mount on the reflector and after cleaning the back panel on the car, apply the reflector in place and push in firmly.
I did the same thing with my relocated license plate frame. No screws.
I did this in 1989 and they are both on tight nearly 30 years later! IF you ever need to remover either, use dental floss behind the pieces and use a kind of sawing motion to 'cut' through the adhesive bond. Works like a charm when I replaced the license plate frame.
