To play devils advocate here, my parents have lived in the same house for 40+ years. A new house was built nearby and the people that moved in have two large dogs. The neighbors put the dogs out early in the morning when they leave for work and wake the neighborhood. When confronted the neighbors didn't care because they never heard the dogs bark. After a couple fines they have had to put the dogs inside all day.

In this case above, I couldn't tell you who was there first but I would think a bark collar on the dogs would eliminate the nuisance barking while allowing the dogs to bark to protect the livestock.

If those people moved in next to me I would call every the police every day the dogs woke me up early.
