of what they spend goes to various programs, (not just disaster relief). That's a bit different from saying 90% of what they collect. But the bottom line is that they appear to be getting better after some pretty hideous scandals bad practices in the near past.
My brother is deep in that business and once told me never to give to the ARC. The international RC is a lot better, however.
