Thanks all.

I suspected it was a ground, as it was un-insulated.
Radio (mono) works without it, but I'll wire up a ground just to be safe.

I doubt that all three bulbs are burned out, but after being idle for 30 plus years, it's very possible. The shop said they worked when bench tested.(dial backlight, power indicator, and signal strength).

Any suggestions as to improving FM reception?
