I would suggest a Ruger 10/22 for several reasons. First it can be shot most anywhere including indoor ranges. You can modify the gun with a different barrel (carbon fiber, ETC) or different stock (laminate, carbon, ETC) or different optics (scope, red dot, laser) and the kid can do the work with help from you which is really cool. 22LR ammo is about the cheapest to shoot yet.
