I have a good friend who lives in KW (evacuated and has been holed up in New Orleans since the day before Irma hit). He's only now starting to come to the realization that he has no job to go back to (and no money) and may not even be able to go home for a very long time. Even if / when he returns it's quite likely there won't be anythjng left between the water damage and the looters.

Not true. Upper keys had major surges and wind damage. Newer homes mostly standing, roofs, boats and trailer homes took a beating. You can see imagery here:
https://storms.ngs.noaa.gov/storms/irma/index.html
However, Key west had very little damage. Not much water, until leaks fixed they only turn it on a few hours a day, power coming back quickly, yesterday they were rotating brownouts, they have restored power to supermarkets & some commercial areas first. Cell phone comms came back yesterday. Some businesses open, All will be able to open when power and water restored, until then it's a refrigeration & health (clean water) issue. I have a friend on the ground there, been talking to him daily. Only damage he's seen is wind/trees related.
Tell him to get info from reliable sources like this:

Lots of fake news. Images from Sandy in NJ, etc. For example, these images are not from key west:

Tell him to contact his employer, they all plan to re-open when residents are allowed back in.
He can apply to Fema now for financial help (rent, etc).
If you PM me where he used to work, and his KW address, can try to get more info.
tldr; Key West dodged a bullet, other keys devastated.
Edit: New info, keys will be open for residents through 7 mile bridge tomorrow, and expect key west to be open shortly after.
