I've had experience with two of these similar situations. The first one was here in Colton California. Guy owned crap dirt property in the middle of nowhere. His business was towing and storage. Lots of cars would be abandoned on surrounding farms, back roads, back yards. And he would be called to tow them out, store, lien sale, and pocket some $. He took a liking to various models of cars, so presumably the junk would be gone right?
Time went by and the county grew to the point where various business parks were going up around him. Eyesore to the max as it was just chain link fence up to the street. The hammer came down and he was getting to be eminent domained as he did not want to sell , dadgummint ! So he was given 60 days to dispose of all the cars or else they would be scrapped and he would get the bill for that.
There were hundreds of cars when he only had less than 30 days and by our math, if he sold just a few a day, he would run out of time, right?
A group of us went down to "rescue" whatever we could buy fairly that was interesting: Subaru 360 - both the lil sedans and the micro vans, 69 GTO convertible, Alfa 2600 spider, a few 240 z, a few english roadsters were the cream of the crop AND all were projects that needed a lot. We made an offer for 10 cars as a package price. The owner got all offended as he thought the values were worth retail running nice category in his mind. He would not even look at our copy of Hagerty price guides to see how we valued them. So end of story with that guy: He would prefer to see them crushed than have us "out one over on him"

these guys have mental issues as hoarders
