My YOM applications for Blue/ Yellow plates were denied by the DMV

I called the field office today. They claim that my YOM plates require a year sticker that matches the year of the vehicle. Where in the above law does it say that this is required? It made sense for the black and yellow plates because they didn't have a new annual year sticker every year back then, but the new DMV application form that now allows applications for 1970 to 1980 cars, specifically only requires the matching year stickers for the 1963 black/yellow plates...

I wonder who at the DMV interpreted the new law to read that the same requirements should apply to the blue/yellow plates. Also, how do I convince a bureaucracy that their rules don't make sense?
