Living in the free state of Florida I can legally sell to anyone over 18 who is a resident of Florida and who I have no reason to believe are disqualified (felon, domestic violence, etc - the 4473 questions)
HOWEVER... when I sell as an individual, my own policy is to either see the buyer's CCW permit OR to transfer through a local dealer ($25 is average charge around here). And yes, I'll cover the cost of paperwork/transfer out of the guns purchase price.
