I was thinking about this overnight, this is too quick for a labor action to push up the price that far. Take the next step up the ladder and then it could be safe to assume that the supply (lumber, etc) has jacked the prices and yes, it could then be considered gouging.
I've learned tat when so many people say something (gouging) there is usually something to their gut feeling.
