Yep, we opened the loony bins and let them them roam free. As a kid a remember a few "hobos" or bums, but no major street population of homeless people. When the citizens have had enough we will pressure the legislators to changes some laws, fund and build some mental institutions to keep us safe.
We really need to take care of our veterans that return with a PTSD and worse and deal with the "undocumented alien" and call them what they are, illegal.
