also the threat of legal action will get HR off their butts.
if you constantly ask a girl out at work and she just says no, that's considered "play" and can be taken as she likes the attention. if she says "stop asking me out" then the next time you do that's harassment.
a registered letter to both is a clear message that it is unwanted
