I think that many of the people being busted now, and many who will be busted, really didn't think that they were "crossing the line", I think they had a distorted view of what they were doing, how others were reacting to it, and what that line is.

That is quite likely.
Many men just think it is cute or funny or the woman really like that from them, just not those other horrible men.
