We have 10 acres to run on with no leashes unless we go camping around other dogs. My Aussie generally "patrols" the property whenever we let him out, and may be 1000' away looking along a treeline, but always returns, and is pretty good indoors. My daughter brings her 2 year old German Shepard down for a good run, and does about the same.

The "over stimulation" comes from being around other dogs with too much energy. I think you may need to change up your walking/dog park routine to cure this.
