I'm in downstate NY so we get emissions as well as safety.
You can register a car over 25 as a historic, which limits use but makes it a safety only inspection (brakes, lights, horn, wipers). With that what you do to it is between you and your insurance company.
That's how my 68 LBC ended up with a 6.0 and is insured and 100% road legal.
