Best move is to forget that one if you're using it in your business.
If you're running D.O.T numbers, I'd get a 14K so you can put the mini and a few things on and still be under the GVWR of the trailer. The thing you have to be careful of is if you're pulling a trailer with a dually. Much over 14K puts you in CDL requirement range.
BTW, you can register the trailer at 2000 and it wouldn't matter if you're running a dually. If the dually is rated at 9000 gvwr and your trailer is at 2000 gvwr, your Gross Combined Weight Rating would be 11000 which by the article you linked says anything over 10K GCWR requires DOT numbers.
