That is a culinary school or community college cafeteria.
The older woman is an instructor. She is successful in her career and thinks highly of herself. She is financially much better off than her coworkers and cares more about the appearance of wealth than teaching her students. She fancies high end handbags and clothes which, in her mind, serve to remind all around her of her superiority. While she would never admit it, she is strangely attracted to her coworker at table 18. She knows he would be submissive.
The younger two are students in the same class. The instructor is giving feedback on a recent project the two students completed together. The young woman did all the heavy lifting and is dedicated to her education and moderately attracted to the young man. The young man phoned it in and cares about nothing other than sleeping with the young woman. She will succeed in her endeavor and he in his. However, of the three women in the picture, the young woman will not be the one to end up with the young man.
At table 18 is another instructor that no one likes and as a result he eats lunch alone. He is aware he is being photographed and is trying his best to look professorial. He is looking at the young man with jealousy and longing for the days of his youth, wondering when the road turned into the one he's on. He pretends to pity the superficiality of the older woman, but secretly longs to have her appearance of success and he desires her domination.
The waitress is a legacy of the school, her grandfather being a large benefactor. She is embarrassed of her family's wealth and hides her lineage. She wants to believe she can achieve without the benefits life's lottery has bestowed upon her so she set out on her own to make a decent living and is attending the culinary program to become a chef. Waitressing the cafeteria is a program prerequisite.
Ultimately she fails and realizes she does not have the moxie or intelligence to make it on her own. She shares a similar lack of drive and some other interests with the young man. They meet and fall in love, but this only occurs after she has revealed her wealth. As such, she fears that the young man may only care for her money. Fearing the worst in him, she preemptively breaks up with the young man who we later learn had hidden his large family fortune in order to avoid very predicament of the waitress.
