All of my recommendations would be for pretty high end places, as any trip to NYC for me is going to be about eating food I can't get out in the sticks, so I'm probably not much help. If you decide to swing for the fence one night, let me know. Some of the best chefs in the world are in NYC.
Since I don't know where you'll be staying, I'd recommend that you do a Google search to see what's in your area. NYC has a million restaurants.
For steak, in addition to Luger's you have Keens, Delmonico's, Gallaghers, Smith & Wollensky, Quality Meats and a couple dozen others. I'd go to Keens over Luger's. Do a Google search and read up about them to see which might float your boat.
