My last lab spent 14 years on my bass boat, around ponds, swimming pools and the Atlantic.... she took her first swim at 3 months.
Never without me giving the OK....it's all about training imo....usually the owner
. A ten year old is perfectly capable imo, maybe not all... but YMMV.
