In the second position. It is energizing the changeover relay constantly when the lights are on...that is why hi/lo isn't working. It isn't being triggered based on turn signal switch hi/lo selection.

We proved this by modding a relay as described above.

To me the relay should be triggered from the light switch hi/lo switch (yellow wire at 56 on turn signal switch).

Anyway, not sure how the changeover relay issue relates to the turn signal relay as per schematic only the grounds are common. That is why he was cleaning up dirty grounds. He cleaned up grounds and put in a new turn signal relay but didn't indicate if this solved the issue for the relay he removed (old turn signal relay).
