Heated Steering Wheel 981

My 2014 Cayman has the heated steering wheel. I had never used it until this winter and noticed that when activated, the bottom half of the steering wheel gets quite warm, but I can't detect much, if any heat, in the upper half of the wheel. Thankfully, the dash vents seem to blow warm air in that area so it's somewhat comfortable in very cold weather.

Is that the intended design of the heated wheel - heated lower half only and vents warm area of upper wheel, OR, should the upper half of the heated wheel be internally heated to about the same temperature as the lower half?

If the upper and lower half are both heated, could they be on separate fuses (something simple I can check!) or is this a trip to the dealer for service?
