I think you are right. I didn't really take a good look at the sub dials, but one of them is 1/10th seconds. So the extra second hand could be for the chrono function. You would have a readout of hours, minutes, seconds and 1/10ths.
There are some GMTs that do not have the 24 hour scale, but instead you set before or after the current hour.
