If you are permitting it, go the County's website and download the specs for your wall. In this County, the specs are different for walls up to 3' and those over 3'. They will call for a concrete, steel reinforced footing probably at least two feet wide by 6 inches to a foot deep. Then you can estimate the number of blocks and mortar along with the footing. I joined the pro desk at H.D. and you could probably take your dimensions there & get an estimate. They might even be familiar with the code requirements. I found their prices to be a lot lower than other places. You might be able to get some referrals to contractors there too. I tried local brick & block companies and Lowes, etc. and found H.D. to be significantly lower in cost.
