My cars are titled in Iowa and I've never needed a notarized title to register them here. All of them have been purchased out of state from private owners and brought in and never needed a notarized copy of anything. All I've ever needed was a signed title, bill of sale (just a hand written note saying I bought this car for this amount on this date sort of thing) and proof of residency. But all my cars are older than 10 years old so don't require odometer statements. Perhaps that's what's holding it up? It may also differ between counties. Some counties are quite antiquated with their 'rules' so what may be required for some, aren't required for others (it's who you know).
