Then when they do get a chance to swing by, the person is gone. Unfortunately with Departments being short handed, that’s the way it is in today’s environment.

Oh no I would not waste my (or their) time calling the police on something like this.
However if the offender was unlucky enough to be caught in the act they could be written up. I think the police can even handcuff the perp and haul them in.
