The VP of IT has assigned a specific department to each IT staff person so that person is the IT Liason for that department. The liason's job is to build to "freinds" relationship with that department head and manage all the projects and problems that department has.

Asked some people working in other companies about this liason thing. Consensus was it is bad leadership. It directs responsibility away from the managers within IT and makes it more difficult for them to do their job. Interfacing with the other department heads is what the IT Director should be doing, hence the title IT Director.
