Any liquor can be triple distilled, and not all vodkas are triple distilled, I believe.
I suspect there could be something to the theory that the aged (brown/amber) alcohols give a hangover. It's possible that for some folks, some chemical that comes out of the barrels causes a headache, but I think it probably has more to do with how and how much you drink of different liquors. Maybe you drink more boubon than vodka, maybe with bourbon you drink it neat and vodka you drink with ice that ends up melting (more water, the headache is supposed to be from dehydration). I'm sure that some cheap stuff is not as clean as higher quality stuff and that may also contribute in some cases.
