I used to think this was a ridiculous thing to believe in. Now I'm pretty sure if the government is talking about doing it in the future, they are well on their way and it's already happening. That CIA link I posted is pretty old, and its not that expensive to put that stuff in the air. Especially when you have access to the black budget.
