The lifters you CAN push down have probably just drained out, meaning the oil inside giving you the hydraulic nature is no longer there. If you took a small oil hand pump and pumped oil into them, they'd feel hard. The lifters will only work correctly when being supplied with the proper amount of oil at the necessary pressure.
