Except for the fact, Alberta isn't loosing anything yet, since the pipeline isn't built. What Alberta could do is only put diluted bitumen into the current line, and let BC deal with that. It now needs to be refined before BC can use it. Last I heard, your current refinery was down for maintenance, so you are importing most of your gasoline on barges from Washington.
