Years back when we did a job in Chicago I saw on the news they had outlawed the reserving parking spots with lawn chairs etc.
On that trip we learned in Chicago you don't pick a restaurant and try to find a parking space.
You find a parking space then find a place to eat near it.
On subsequent trips we declined the rental car and used that money for cab fare (did the same in Boston).
