Just in case you have to go the epoxy route... PC-7 and a slightly bigger surface area on the bracket.

I have used PC-7 to glue rocks and manufactured rock climbing holds to concrete overpasses... back in my rebellious youth days. (If we couldn’t get out to a climbing area on a week day...why not make our own place on some free vertical CalTrans concrete)

Mixes like JB weld but thicker. VERY VERY STRONG bond with pretty minimal contact area.
Heavy objects should be taped in place while the epoxy cures for 24 hours.

Commonly available at smaller hardware stores like ACE or True Value etc.
