Last time I refilled at TSC it was $9 and some change to fill it.
For the initial buy-in, scour curbs (or craigslist) in the spring and fall for people throwing away grills. They also throw away the tanks because they don't know any better. Trade in the used, rusted, empty tank for a Blue Rhino (hand pick the cleanest one out of the cage) and when empty, refill it.
