The article doesn't really say why the driver and passenger are being punished. Did they have permission to drive the car or not? That seems to be the most important fact to me.

In the U.S., the car is insured, the owner's insurance would take care of the repairs and the damage to the property crashed into. The driver may or may not get cited in a case like this.

I'm not sure if this line is implying that insurance in Australia is with the driver, not the car or if drivers must be rated for a vehicle's power. Either way, it's kind of crazy.
