If your only real complaint is the view from you dining room window...put in one of those glass window boxes that extend out the window space with shelves for plants and nic naks.
My brother and his wife did that for a kitchen window and keep the sheer drape liners closed on the breakfast room window lets in light but really can't see anything. Neighbors weren't wacky, wife just didn't like the view of brick wall and window into neighbor's house.
