I think Hard Drive is describing panic and shutdown mode.
She doesn't want to go through an exhausting strange new world of government regulations and processing information a different way to manipulate facts to be permitted
to simply fix one's own property.
She is not willing to research carefully new things first.
She just wants to be done with it.
To have her home safe.
