2009 528i heat probelm.

Hello everyone!
I have a 2009 528i with 30k miles.

The heat is not working properly.
we replaced the heater control valve, which is next to the intake air box.
we check for any codes, no codes show up.
both front, pass and driver side vents are the same temp.
neither are getting hot at all at max set temp.
a/c does work normal.
it is just the heat problem.
it is not over heating, engine temp is normal, and engine cooling fan is working normal.
