The bolts holding in my locking mechanism are spline as they appear to be in your Figure 1. Do you know what size spline socket i require to remove the bolts?

The "splines" you're referring to on the bolts are called Torx - they allow you to apply a greater amount of torque to a fastener with less risk of stripping. They are indeed a big improvement over standard hex fasteners. If you're going to be working on the car often, you should invest in a good quality set of Torx bits and drivers.
