With the tranny out, can I remove the cover from the IMS to inspect it without having to bring the motor to TDC and lock the cams since I don't have the tools.

No, once the cover is removed the tension on the chain will pull the shaft. It has to be locked down before removing.

Locked at tdc thru the nose pulley and the cam ends locked also. Do not use the flawed Pelican instructions which refer to locking the crank with bolts thru the crank flange
