People do all sorts of funny stuff when they think no one is looking.

The Russians use dash cams because of the frequency of insurance fraud.

A few years ago there was a local "enterprise" of people faking car accidents.
Basically two people that knew each other would stage and accident and then go to town on the insurance companies making as many claims as possible. It's not so prevalent now because the insurance companies work together to identify fraud.
If you make a claim, having the same surname as a someone who has committed fraud in the past is enough to launch an investigation.

Not quite. Russians use dash cams because the police are corrupt. When I was working there, I had a theory that if you killed somebody in a MVA, a $1000-$5000 bribe is all it would take to make your problems go away.

Having dash cam footage at least could prove what happened despite what a police report says. We got stopped a few times, and once the cops smelled money (Khanty-Mansi region plates), they wanted a bribe.

I've heard/read that once you get arrested, it's very difficult to not be convicted. You need to bribe then before you get arrested. It seems like a pretty corrupt place.

Like I said, wild west (but in the East) without the hats and horses.
