The Buick pulling a trailer has a desert water bag hanging from their front bumper which was the right thing to do back then when driving in the desert when the radiator would overheat. It looks like their trailer is called "The Magic Carpet." The outer guy on the port side boom is probably cleaning it off, mainly salt from the air at night when things get damp or adding a new mooring line? The small boats under the booms are the ship's boats, used for taking the CO around or people on liberty. He is probably a boats'n 3rd class or able seaman.
