Allow me to clear up a misunderstanding here. Although crossing the chains may catch the tongue in the case of a disconnect at speed, the real purpose is to provide better control of the trailer. Crossing the chains will also permit tight turns.

That's what my understanding of it is too. Something about it allowing less sway if the hitch would detach.
