Should there be a change in vaccine distribution to states?

I've been looking at some of the numbers for vaccine distribution and utilization and it got me wondering, should we change how we're distributing doses? I read something yesterday about KY receiving 214,000 doses but using 125,000. The article mentions thousands of appointments going unfilled.

Should we be looking at utilization percentages by state and moving more doses to the states that have high demand for the vaccine? Or maybe a "use it or lose it" approach where the states have a given amount of time from receiving to administering? If the goal is to get shots in as many arms as possible, shouldn't we be sending doses where there's the most demand and where states are doing a good job of getting it in the arms of people who want the vaccine?

In Ohio we've made everyone 16 and up eligible as have several other states. What got me thinking about this was, I was talking with my sister in MA. Sis isn't eligible for the vaccine due to the way MA is administering doses. From what I found, MA has an 86% utilization percentage. It would see we'd want to get more doses to a state with a high utilization rate.

NC mega sites have no available slots as they are into the 2nd round and that might account for the "not used yet" totals... I dunno. Demand is high here and they're doing pretty well at getting shots in arms. Talking with my niece in MA ... they are behind us opening to all. I obtained an appt for my sis this morning (the only one available locally, and via a nice lady over the phone). I'm counting down the days... still have a rash from the 2nd shingles vax on Tue.

edited: Prior to opening up 2 days ago, appts could be found at pharmacies online.... no mas. They get snapped up lickety-split ... I've been checking them for weeks.

Kentucky isn't alone.

Early on we rocked and rolled in Oklahoma . Now we can't fill all available slots. In SW Oklahoma we are sending out vaccination teams to tiny towns in an attempt to get doses in arms.

Cities on this weeks SW Oklahoma vaccination schedule
Medicine Park, population of 299
Temple 873
Big Pasture 1038
Erick 839
Blair 765
Tipton 731
Olustee 733

We opened up vaccinations to all Oklahomans over age 16 on March 29th.
Yesterday we opened up vaccinations to any US resident (legal or illegal) over age 16.

Locally, Ft Sill has it's own vaccination supply so that may be part of the reason. Also, with high Native American count their separate supply may account for some more. A couple of tribes opened up vaccinations to non native Oklahoma citizens on March 16th.

we arnt going to hit herd immunity. anti-vaxers will ruin this for us too.
