Enforcement is uneven and sporadic.

This is one of those things they can use as an excuse to pull you over, and to generate revenue.

Hate to sound like an old guy but I am one
I'm so sick of listening to every twatheads Dodge charger, BMW,Audi, Harley etc drive by my area making stupid noises, STFU for christ sake it's not a race car this isn't a race track and you're invading my space. Now my 4.0 liter cup S at the track blowing 120db well that's different
it's a race car at a race track( plus it sounds good whilst your ears are bleeding)
Oh and Get off my Lawn!

I’m an old guy too and I don’t mind it except for the lifted pickup trucks with no mufflers or whatever they got going on that seem about 10 times louder than anything else and scar the crap out of me when the drive by me

My motorcycles are long gone and my cars aren’t loud but when I hear someone scream by on the highway 300 yards from my house, I smile a little.

I used to work at a Fountain Powerboat dealer on the water here and oh man those were sweet sounding. When I hear the thru transom exhausted boats on the lake from my bedroom window i give a thumbs up

I used to live under the flight path for incoming planes to JFK…the Concorde would go over my house and that was a thrill at least once a week. Whole house would shake and that noise was glorious

All of it beats the sound of my dogs barking

Its always been a thing I got a ticket about 15 years ago for "inadequate exhaust" it was just a fix it ticket so it was no problem. But now you cant pass inspection if its loud which will crack down on alot. Good for muffler shops anyway. Lets face it when was the last time you heard a good sounding loud exhaust that wasnt your own. Usually its just rusted junkers that cant afford to fix anything and drive by rattling windows everywhere they go.

The newer cars with the " pop and crackle" bs are the worst

I have my doubts that this is real, but it's funny.

Lots of "look at me" rich folks as well.

Vehicle Code 27151

It reads almost exactly the same as the NY law listed in the OP. But what constitutes unusual or excessively loud? Here in CA there are also objective limits of 95 dB and 92 dB with a description of how the test is to be conducted (where's the microphone relative to the car, at what engine RPM, etc). One problem is that while that rule is on the books, there is no official way to get your car tested to see if it complies or not. You're just expected to swap out to the original exhaust to get the car signed off at a Sherriff dept-run test center.

I got that ticket once, about 20 years ago. I borrowed a decibel meter from a classmate, ran the tests at home, and went to court armed with my results as evidence. Officer's word against my data, so I won.

“It’s crazy,” said Irma Rodriguez, of Antonio’s Restaurant on Melrose, who added that the motorcyclists repeatedly gather in the neighborhood on weekends. “It’s a lot of little dirt bikes. They go up on the sidewalk, they do wheelies. They knocked down a clothing rack from one of the stores. It’s pandemonium.”

Rodriguez said police and the city are not doing enough to address the problem, and the takeovers are getting worse.

“It used to be around 10 or 11 (motorcycles), and you would call the cops and they would come and try to stop them,” she added. “Now, it’s rows of bikes and they come on Fridays, Saturdays and Sundays. They start passing by and going up and down the streets. It’s an accident waiting to happen.”

We had a idiot in the area that loved to accelerate hard as he left a nearby neighborhood in his Mustang with no muffler at all, at 6:15 AM every work day. We could hear him stop at the stop sign 1/2 a mile away, and then jump on it again as he continued on for a mile. It is not a pleasant sound.

When the Kung Flu hit, we can only guess he lost his job, or quit commuting at least. It has been wonderful silence since. So there was one good result from the China flu of of millions of sad stories.

They have no staff to enforce. It's the honor system.

For example, if an empty air pump bracket needs to be removed in order to work on a
water pump, the missing air pump must be replaced.
If incorrect headers or exhaust manifolds need to be removed in order to perform work on the transmission, the proper exhaust manifolds or headers need to be replaced in order to avoid performing illegal emissions work (this includes vehicles containing test pipes rather than catalytic converters). Simply replacing the tampered part as it was when the vehicle entered the shop would be a violation of the tampering prohibition.

That is even more draconian than Pa's anti tampering laws . Id be doin' time .

I have a work colleague that was out in his front yard. THis guy comes from a very rough background in a rough part of Ohio, and he's a big guy. There was a neighbor doing high speed runs up and down the street on an ATV. My colleague asked the guy to slow it down because the neighborhood is full of kids.

The guy told him to piss off and kept doing it. The guy then got more assertive with his request to slow down to no effect. The last time the guy came down the street at high speed, and extension ladder was thrown across the road in front of him.

I'm pretty sure the guy was convinced to slow down after the ladder materialized.
