The question was why California was higher than other states. I listed some of the reasons. They are accurate.
Besides that, your "facts" are wrong
We have been, and still are, a net energy exporter.
We were a net energy exporter at the end of 2019. We were a net energy exporter in 2020. (Consumption crashed in 2020 so it is not surprising we had a high net export during the last half of 2020) We were a net exporter of energy in 2021. We are still a net exporter in 2022. Crude release from the emergency reserve makes it more difficult to determine the current extent of net export.

Also, OPEC+ cut the quota by 2 million a day. OPEC+ has been missing the quota by 3 million a day for months on end. Saudia Arabia, UAE, and Kuwait have managed to hit past quota. Other members have missed by millions of barrels a day. I do expect SA, UAE, and Kuwait to see less output moving forward. I also expect the other members that have missed past quota to continue to increase their production. I am sure that those increases will not make up for the losses of the other three. The cut will still be significant though it won't be 2 million a day. Hopefully a million which is still significant. (A million is a very optimistic hope)
